Step 1: Registration by Entrepreneur
Account Creation:
Register on the portal https://sugam.odisha.gov.in.
Select APICOL and then the Mukhyamantri Krushi Udyog Yojana (MKUY) option.
Create an account using your mobile number.
Aadhar Verification:
Verify your Aadhaar ID using the registered mobile number.
Online Application Submission:
Fill out the online application form (Annexure-I) and provide:
Personal and project details.
Capital investment information (Annexure-II).
Upload the required documents (refer to the checklist below).
Upload five geo-tagged photographs of the proposed project site:
Four from different corners.
One with the applicant standing in the center.
Application Fee Payment:
Pay the non-refundable application fee via the payment gateway:
₹500 for SC/ST/Women/Transgender/PwD/Graduates of Agriculture & Allied Disciplines.
₹2000 for General Male Entrepreneurs.
Step 2: Verification by Block-Level Officer (BLO) for assistance in agri tourism
Document Verification:
The BLO verifies the submitted documents.
If discrepancies are found, the application may be reverted back to the applicant for corrections (maximum two times).
Field Inspection:
The BLO visits the project site with the applicant for verification.
Checks land records, electricity connectivity, irrigation sources, and road connectivity.
Takes five geo-tagged photographs of the site, including one with the applicant.
Feasibility Report:
The BLO uploads a feasibility report (Annexure-XVI) to the web portal within 7 days of site inspection.
Step 3: Verification by District Nodal Officer (DNO) for assistance in agri tourism
Proposal Review:
The DNO reviews the application, feasibility report, and land records.
Verifies details via the Bhulekh portal or Tahasildar's certificate for unsurveyed villages.
Recommendation:
If satisfied, the DNO submits a recommendation:
Approved: Proposal is recommended for further action for agri tourism
Rejected: Proposal is declined with reasons uploaded to the portal.
Step 4: District-Level Committee (DLC) Approval
Monthly DLC Meeting:
DLC meetings are held on the 10th of each month (or the next working day).
The proposal is deliberated upon and decided by the committee.
Go-Ahead Letter:
Upon approval, a Go-Ahead Letter (Annexure-III) is issued within 52 days of the completed application.
The letter specifies the timeline for project completion (max. 2 years).
Step 5: Post-Approval Actions by Entrepreneur
Project Execution:
Begin construction and implementation of the approved project.
Upload geo-tagged photographs of the project at three stages of development.
Completion Declaration:
After project completion, submit a completion report (Annexure-IV) along with the required documents (bills, vouchers, and photographs).
Documents Required for Registration
Land records or lease/rent agreement.
Aadhaar card.
Proof of date of birth (if not mentioned in Aadhaar).
Caste/Disability/Agriculture Graduate certificate (for preferential categories).
Five geo-tagged photographs of the proposed site.
Detailed Project Report (DPR).
Family declaration form.
Incorporation documents (for partnerships/companies).
